Notice of Public Advertisement of Planning Proposal

Council has received an Application for Development Approval and Extractive Industry License at the above address. A Summary of the proposal is provided below:

  • The Application proposes to extract sand and limestone from an 11.7 ha area located within Lot 2 Springhill Road, Parkfield for a five-year period.
  • Access to the proposed development will be by way of an existing crossover into Lot 2, off of Springhill Road. No clearing of native vegetation is proposed by way of the extractive industry activities.
  • The subject site is zoned “Rural” under the Greater Bunbury Region Scheme (GBRS) and “General Farming” pursuant to the Shire of Harvey District Planning Scheme No.1 (the Scheme). Under the Scheme the use class “Extractive Industry” is a “SA” use under the “General Farming” zone. The “SA” designation means “that the council may, at its discretion, permit the use after notice for application has been given in accordance with Clause 2.3”.
  • The Development Application and Extractive Industry License proposal is supported by a Works and Excavation Plan, Water Management Plan, Dieback Management Plan, Weed Management Plan, Noise Management Plan, Dust Management Plan and Rehabilitation Management Plan (available via the below Dropbox link).
  • The approximate volume of sand and limestone is between 432,900m3 and 666,900m3 and is proposed to be extracted in five equal stages of approximately 2ha each, equating to approximately 109,980m3 excavated per year.
  • Extraction is proposed to commence from the southern boundary and progress in a northerly direction. The post extraction landform will be designed with maximum batters of 1:6.
  • The proposal involves the screening of the sand and crushing of limestone onsite.
  • There are two residential dwellings located within 1km of the proposed extractive industry activities, the Applicant has identified noise screening bunds to minimize any potential offsite impacts as a result of the proposed crushing and screening on site.

A copy of the proposed Development Application is available for viewing at the Shire’s Australind Office (7 Mulgara Street, Australind) and Harvey Office (102 Uduc Road, Harvey).

Any comments on the proposed Development Application – Extractive Industry (Limestone & Sand) must be made in writing and is to include the Development Application name, the property affected and details of the submission and submitted to the undersigned by no later than 4.00pm, Monday, 6th December 2021.
